In terms of efficacy, as well as integrity, however the High Office works closely in an advisory manner to assist them actively and at various levels. The HoO also assumes that other technical support is provided to these ministries through wider programmes of support to these agencies. Again the approach of the HoO is to cooperate and coordinate these programmes, rather than try to “control’ or implement them.

This transformation requires the active and consistent application of creative and engaging public education initiatives that connect with the cultures and views of the communities of a society. This requires frequent tailoring and adjustment of messages to suit various audiences. It also requires an active programme of personal interaction and network development between the HoO and key community groups. This includes, but is not limited to civil society groups, private sector associations, academic communities, religious institutions, professional associations, youth and women’s groups including political associations as well as the media. These networks should focus not merely on “project distribution” such as for media campaigning but rather as partners in a regular dialogue focused on raising awareness within these groups.

The Media and Public Education department, is therefore, tasked with one of the crucial roles within HoO to combat corruption effectively. The unit not only carries out public education campaigns regularly, but also maintains a strong and active relationship with key players such as journalists, media, civil society and other local community groups. It maintains an active linkage with civil servants as key target audiences for message on integrity and counter corruption.
